Mississauga Service Connections: Keep Occupancy and Connection Approvals Separate

A service connection needs more than a line between a building and a municipal system. The project team must also explain which public space the work would occupy and how that temporary occupation relates to the permanent connection.
Start with separate approval questions. Mississauga’s road-occupancy permission does not replace Peel Regional connection documents or approvals for work on private property. Confirm which authority reviews each part of the proposal rather than treating one submission as approval of the whole arrangement.
Match the supporting documents. For water and sanitary connections, the City’s service-connection route requires a Peel C-receipt and matching Peel-approved drawings. Storm connections require a City-approved storm connection letter. This route does not cover mainline extensions. These distinctions help identify missing documents before the team relies on an incomplete package. City service-connection guidance.
Use one current design basis. Bring together the survey, property-boundary information and current drawing revisions. Compare the permanent connection with the temporary occupation area. Where documents differ, identify the discrepancy and responsible reviewer instead of assuming the most recent file resolves it.
Assign the separate responsibilities. Form 2924, revised November 2024, asks about traffic and public-space impacts, including lanes, sidewalks, cycling facilities and transit. Coordinate those impacts and restoration information with the appointed contractor and relevant specialists. Engineering consulting, contractor responsibilities and insurance documentation should remain clearly identified. City application form.
Keep changes traceable. A field change is not the same as extending the permitted dates. Refer proposed changes and extension needs to the City through the applicable process; do not treat a revised drawing or application as permission to proceed. City application checklist.
Elmid Design Inc. provides civil engineering and design coordination within an agreed scope. It does not install connections, perform construction or issue permits, and a prepared submission does not guarantee acceptance.
