Using Sewer Camera Evidence Without Overstating What It Proves

A sewer CCTV report records visible condition; it does not settle every question about reusing a connection for redevelopment. Start by identifying the pipe, inspection date, inspection direction and actual extent covered. Those details establish which evidence the project team has, rather than which conditions it hopes the video confirms.
Preserve the original evidence. Keep the video and report together, including their stated visibility and coverage limits. Sections that were not observed remain unresolved. A clear-looking portion should not stand in for an unseen section, and limitations should remain visible when findings are carried into a design discussion.
Separate the engineering questions. Camera distance is not a surveyed alignment. The pipe’s location and elevation need their own verified information. Visible condition also does not establish hydraulic capacity for the current redevelopment. Match the evidence to the intended connection and identify how the proposed flow differs from the condition being assessed.
Confirm the applicable reuse route. Toronto’s published water and sewer service connection reuse page limits its stated route to construction of a new residential home, subject to City inspection and approval. That is not a universal route for every redevelopment or every Ontario municipality. Supplying a video does not itself authorise reuse. Toronto reuse guidance.
Assign the gaps. Identify missing survey information, incomplete coverage and unresolved capacity or authority questions. Assign follow-up to the appropriate qualified parties rather than treating an incomplete record as an accepted conclusion. Owners should not enter chambers or sewers, or attempt cleaning to obtain information.
Elmid Design Inc. provides engineering and site-servicing design within an agreed scope. It does not provide camera inspection, cleaning, excavation, repair or installation. A useful handoff connects the original evidence to the current proposal while keeping condition findings, verified survey information, capacity assessment and authority decisions clearly separate.
